- Unified localStorage key to 'theme-preference' across all components
- Fixed header.tsx using wrong localStorage key ('theme' instead of 'theme-preference')

# Story 14.1: Redesign Admin Dashboard Layout

|

As an **administrator**,

I want **a clean, modern admin dashboard layout with improved organization**,
